The Trump administration has escalated tensions with Beijing by officially designating an American scholar detained in China as wrongfully held, just weeks before President Trump prepares to host Chinese President Xi Jinping at the White House on September 24.

Scholar Detained After Government Invitation

The American scholar, who leads a think tank focused on Burma and writes about Chinese foreign policy, traveled to China at the invitation of the Chinese government to attend an academic conference. Authorities detained him immediately upon arrival at the airport. He has endured repeated interrogations and isolation during nearly 11 weeks in custody, according to a senior State Department official who spoke with Reuters.

For 48 hours after his detention, family members and colleagues had no information about his whereabouts or condition. One moment they were communicating with him about arrival times and plans, and the next all contact ceased. Authorities in Yunnan province later informed the U.S. Embassy that the scholar faced criminal investigation for allegedly endangering China’s national security. China’s Foreign Ministry confirmed the arrest in June, claiming he was suspected of spying.

Second American Facing Wrongful Detention

The scholar now joins Dr. Youlin Chen, a Chinese-born American seismologist from Boston, as the second U.S. citizen the State Department considers wrongfully detained in China. Assistant Secretary Dylan Johnson stated that the safety and security of U.S. citizens remains the State Department’s top priority. The department pledged continued advocacy for both men and called for the release of all Americans arbitrarily detained or prevented from leaving China.

Beijing has consistently denied that wrongful detention occurs within its borders, maintaining that such cases are handled according to Chinese law. The formal wrongful detention designation brings additional government attention and resources to securing the scholar’s release, putting the case in the international spotlight ahead of Xi’s anticipated White House visit.

The scholar, who participated in Burma’s 1988 pro-democracy uprising before seeking asylum in the United States, now finds himself at the center of rising diplomatic tensions between Washington and Beijing.
