A House Foreign Affairs subcommittee will hold a hearing next week examining how foreign adversaries use American nonprofits and activist networks as covert influence operations, marking a major expansion of congressional investigations into what lawmakers are calling modern-day Trojan horse tactics targeting the United States.
Congressional Probe Widens Beyond Financial Scrutiny
The House Foreign Affairs Subcommittee on South and Central Asia scheduled an open hearing for Tuesday titled “Trojan Horses: Covert Foreign Malign Influence Operations in America.” The investigation targets influence campaigns from China, Cuba, Iran, and pro-Palestinian groups operating through American organizations. This hearing expands beyond tax and financial questions already being pursued by the House Ways and Means Committee, which has subpoenaed three nonprofits connected to Neville Roy Singham, an American-born communist tech tycoon now based in Shanghai.

Sam Lyman, head of research at the Bitcoin Policy Institute and a planned witness, told Fox News Digital that foreign influence vectors have reached unprecedented levels. The former senior advisor to Treasury Secretary Scott Bessent explained that social media amplifies what he calls “mind viruses” incubated overseas that spread into American public discourse. The hearing takes its name from the mythological Greek horse used to infiltrate the fortified city of Troy.
Infiltration Across American Institutions
Mike Gonzalez, a Heritage Foundation senior fellow scheduled to testify, warned that adversaries exploit America’s open society to infiltrate multiple sectors. He identified foreign influence operations targeting K-12 education systems, higher education institutions, government agencies, lobbying firms, and cultural museums. Gonzalez named China, Cuba, and shadowy organizations promoting Islamism as primary threats, while noting that even friendlier countries like Mexico attempt to leverage diaspora populations for political lobbying purposes.
The Foreign Affairs Subcommittee oversees the State Department’s Office of Public Diplomacy, which issued a report earlier this year about foreign influence vectors in America. Undersecretary Sarah Rodgers leads the office investigating whether America’s political system and nonprofit sector face systematic exploitation by foreign governments seeking to shape American politics, public opinion, and strategic policy from within.
Massive Financial Networks Documented
A Fox News Digital investigation published in March mapped 223 transactions totaling 591 million dollars across five continents from 2017 through 2025. The probe identified 67 core organizations in the Singham network acting as an inner hub for approximately 2,000 groups worldwide pushing pro-China, anti-American propaganda, including the communist Party for Socialism and Liberation. Multiple congressional committees, including the Senate Judiciary Committee, House Oversight Committee, and House Select Committee on China, have launched parallel investigations into foreign malign influence operations. Singham has not responded to repeated requests for comment.
